![]() ![]() It is not simply a matter of government providing toilets. ![]() This draft white paper addresses a subject that intimately affects every one of us. Recognizing that there are constraints on the rate of progress that can be made, this document is intended only as one more step on the long road of improving the quality of life of the people of our country. There are a number of related issues that require policy and direction, in particular, the management and disposal of domestic and other solid waste. In order to make an immediate contribution, this document concentrates on the most pressing of issues namely the safe disposal of human waste and domestic waste water. "Sanitation" can encompass a wide range of activities, many of which require government policy guidance. It will then be submitted to the respective principals for approval. Once these consultations have been concluded and the inputs processed, a National Sanitation Conference will be held at which the final draft will be presented and discussed. It is intended to present and discuss the approaches described in the document in a series of meetings to be held in all provinces before the end of March 1996. It is intended to serve as the basis for the next stage of the policy formulation process: detailed consultation with interested parties. The present document is the product of the first stage of the NSTT's work. ![]() It also noted that the nature of sanitation was such that other Departments would have to be involved.Īfter subsequent Ministerial consultations, an inter-Departmental National Sanitation Task Team (NSTT) was established to initiate the process of policy formulation and the subsequent development of strategy proposals for implementing the policy. The Water Supply and Sanitation Policy White Paper of the Department of Water Affairs and Forestry addressed sanitation policy but acknowledged that further work was required.
